A senior member of AACE, William has supported some of the world’s most influential technology companies, managing multi-billion-dollar projects and leading procurement strategies for OFCI and CFCI equipment and services. His expertise spans the full project lifecycle, from strategic planning and contract negotiation to risk management and project execution, ensuring delivery with precision, efficiency, and compliance.
Throughout his career, William has played a key role in projects for Google, AWS, Microsoft, Anglo American, L’Oréal, ENEVA, Petrobras, and Yamana Gold, among others. His leadership has resulted in significant client savings including more than USD 40 million in negotiated efficiencies while safeguarding financial and contractual interests. Based in Brazil, William leads high-performing teams driving the country’s growing role in hyperscale data center development and critical infrastructure. Luis Guadarrama is a seasoned Lead Contract Manager at Soben, part of Accenture, with more than 24 years of experience in procurement, logistics, and contract management across global industries including energy, oil & gas, and data center construction. At Soben, Luis leads contract strategy and administration for LATAM data center infrastructure, negotiating with suppliers, managing OFCI procurement, overseeing change orders, and developing strategies that optimize value and mitigate risks for clients. His ability to align contract frameworks with project execution has made him a trusted advisor for navigating complex supply chains and high-value capital projects.
Before joining Soben, Luis held senior procurement and supply chain leadership roles at multinational firms such as Grupo Techint, Bredero Shaw, Hill International, and Calfrac Well Services, where he directed contract negotiations, vendor management, and logistics at both national and international levels. He is also experienced in guiding teams through ISO certifications and implementing best practices in sourcing, change management, and compliance. Luis García is a seasoned Lead Cost Manager at Soben, part of Accenture, with over 15 years of experience in cost management, project controls, and budget governance across multiple sectors including retail, real estate, hospitality, and technology infrastructure. His expertise lies in building and managing project budgets, conducting detailed cost reviews, preparing benchmarks, leading value engineering strategies, and mitigating risks through proactive cost planning. Luis has played a central role in projects for global companies such as Walmart, Palacio de Hierro, and Turner & Townsend, where he supported large-scale capital programmes and delivered measurable financial savings.
In addition to his consultancy career, Luis is also a postgraduate professor at the Faculty of Higher Studies (UNAM), where he teaches courses in Project Management and Cost Analysis, helping shape the next generation of construction leaders. Scott spent the first ten years of his career in private practice with a local authority before undertaking commercial management roles with main contractors. He experienced first-hand the lack of specific contractor-focused expertise and established Soben to fill this gap. Scott devised the approach, values, and service standards upon which Soben was founded and continues to this day.

Formerly Chief Operating Officer at Soben, Joe brings over 35 years of experience in construction consultancy. He successfully led Soben’s expansion into North America, establishing our US headquarters in Chicago and building a team that now serves clients across the US, Mexico, Chile and Brazil.
Joe has previously held senior positions at Linesight, Currie & Brown, and Faithful+Gould, managing multi-billion-dollar projects in data centers, infrastructure, life sciences, and renewable energy. With two decades of international experience, Mark has built a career delivering large-scale cost management and capital project consultancy across both the UK and the Americas.
At Soben, Mark served as Global Account Executive and was the account manager for the US team’s largest hyperscaler client, supervising projects across the USA, Mexico, Chile, and Brazil. Specialized in data centers, he has played a pivotal role in establishing Soben’s reputation as a trusted partner in mission-critical projects.
Mark is also recognised as a strong and supportive leader. From mentoring junior professionals to collaborating with senior executives, he knows how to build high-performing teams, provide guidance, and inspire confidence. Robert has been a Quantity Surveyor for almost 20 years starting his career with Mackenzie Partnership which later became Davis Langdon and then AECOM. He then spent time working in Indonesia before returning to the UK where he worked for Faithful and Gould. Before joining Soben in early 2022, Robert was with Robinson Low Francis working as a Project Director for a number of years. Robert has worked in a variety of sectors but has most recently worked in the commercial office sector.

Outside of work, Paul proudly represents Scotland in the Senior European Team Championships in golf.
